- The EVE has supported actions that have resulted in energy savings of 69,500 MWh, i.e. equivalent to the annual consumption of more than 12,400 homes.
- The new subsidised facilities amount to 81.5 MW of new renewable power in the Basque Country including solar photovoltaic, wind and thermal through biomass and aerothermia, among others.
- In the chapter on the promotion of electric mobility, the aid amounted to EUR 23,3 million, which in turn led to investments in the car market of EUR 114,9 million, encouraging the renewal of combustion cars by other electric motor vehicles or plug-in hybrids.
The Basque Energy Agency, the energy agency of the Basque Government, has managed during the year 2024 nearly 10,000 applications from the different aid programmes under its responsibility and grants amounting to EUR 91 million have been granted in strategic areas for energy transition and decarbonisation such as renewables, energy efficiency, electromobility or the testing of marine energies, among others.
The aid programmes which the EVE makes available to the economic, social and industrial fabric of the Basque Country with the aim of boosting investments that contribute to the energy transition and, therefore, to the decarbonisation of the economy, during the year 2024 have had a significant boost in resolved dossiers and aid concessions. A total of 9,687 applications have been registered in terms of efficiency, energy consumption transformation and commitment to the various renewable sources of generation, to make investments that have exceeded EUR 296 million. A total of EUR 91.3 million in aid has been decided and awarded during 2024, representing an average support subsidy of more than 30% for each project. For every public euro invested in aid, EUR 3.2 has been mobilised in private sector investments
These investments made in multiple productive sectors and by citizens in high-energy efficiency technology, electric motor vehicles, rehabilitation of buildings with energy criteria or thermal or electric energy production in self-consumption mode, have brought a significant benefit to the energy system, which is calculated in an estimated energy saving of 69,500 MWh, which is equivalent to the energy consumed in one year in 12,412 homes.
The projects supported during 2024 represent an installed capacity potential of 81,5 MW of renewable energy, of which 66 MW corresponds to electricity self-consumption, and 15,5 MW to thermal renewables.
Renewable installations and electric self-consumption
The aid granted under this heading includes those related to renewable energy facilities, such as photovoltaic and wind solar, and thermal facilities such as biomass, geothermal and aerothermia, among others. Altogether, 4,552 installations have been subsidised with joint support of EUR 53.6 million. Among them, the number of solar electricity consumption stands out, since 3,890 installations are of this type, which is a reflection of the rise and take-off of solar energy in the Basque Country.
MOVES
The MOVES III programme's electricity mobility grants resulted in 7,526 applications for 2024. This programme has had a total of EUR 74.4 million in budget following the various enlargements that have taken place since its opening in 2021. Last year, this aid amounted to EUR 23.3 million, which in turn led to investments in the car market of EUR 114.9 million. Renewal of combustion cars by electric motor or plug-in hybrid motor vehicles contributes to a substantial reduction in energy consumption in the transport sector and to the minimisation of local emissions, which is essential in order to advance the objectives of decarbonisation.
Electrical installations
In the field of electrical power supply installations, this program has been relevant during the year 2024 by supporting the renovation of the electricity distribution network in housing buildings, as 23% of the communities in the Basque Country maintain facilities with an old and obsolete 125/220 volt system. This reality is a hindrance to the adaptation of these buildings to advanced consumption and services, mainly electrical, such as the installation of aerothermal systems, charging of electric vehicles, etc., that allow the gradual abandonment of the consumption of fossil derivatives and progress in electrification. With a budget of €1M, €295,000 has been awarded to 75 facility renovations.
It should be noted that these programmes are financed both from the Basque Government's own funds, as well as from State and European bodies, and from own funds. Although some have closed the deadline for new applications, a large number of these are programmes that remain active in 2025 as they are at the investment justification stage. Following completion of this phase, the corresponding support will be paid during this year 2025 (applicants have up to 18 months to substantiate the actual implementation of the action requesting a public subsidy, as in the case of self-consumption).
Since its inception, the Basque Energy Agency has maintained support for investments in savings and efficiency and the implementation of renewable energy facilities. From the beginning of the 1980s to the present, public aid programmes have been implemented annually and continuously to support these types of small installations that contribute to transforming the energy system of the Basque Country and to advancing its energy transition strategy. In short, to the contribution of the 2050 climate neutrality target set in the Energy Transition and Climate Change Act.
