  The 2030 Industry Plan of the Basque Government and the Energy Transition and Climate Change Act of the Basque Country establish the basic guidelines and the transformative projects on which the energy-industrial policy of the Basque Country will be based in the coming years. With the objective of decarbonizing the Basque economy by 2050, energy efficiency, the use of renewable resources, the penetration of new vectors such as hydrogen and CO2, and the availability of a robust and effective electricity network, are established as the fundamental pillars for the orderly development of the Basque energy future.

  According to the road map established by the Basque Government’s Industry Plan and its Transformative Projects, the electrification of industrial consumption is a priority factor for competitiveness, something in which electricity networks will have a fundamental role. However, this transformation is not always possible, which is why new energy vectors such as renewable hydrogen and decarbonised gases are required to gradually introduce more sustainable and efficient energies into these industries that are difficult to decouple from carbon. In this sense, the EVE promotes the reduction of fossil energy dependency, by increasing the percentage of renewable energy and supporting decarbonization projects in the industry.

Consumo de energía en la CAPV

Energía eléctrica
Las variaciones de los consumos de energía eléctrica de los distintos sectores en Euskadi es diciembre de 2025 respecto a diciembre de 2024 fueron los siguientes:

-Total: 12,4%. Acum. anual, -1,2%.
-Industria: 1%. Acum. anual, -1,5%.
-Edificios: 3,2%. Acum. anual, 0,5%.
-Doméstico: 3,9%. Acum. anual, 0,7%.
-Servicios: 2,6%. Acum. anual, 0,4%.
-Siderurgia: 6,1%. Acum. anual, 0,3%.

Gas natural
Las variaciones de los consumos de gas natural en diciembre de 2025 en Euskadi respecto a diciembre de 2024 fueron las siguientes:

– Total: -20,3%. Acum. anual, -5,7%.
– CCTT: -45,2%. Acum. anual, 0%.
– Servicios: -7,3%. Acum. anual, 1,5%.
– Residencial: 24,4%. Acum. anual, 5,4%.
– Industria: -11,4%. Acum. anual, -6,7%.

Carburantes en el transporte
Las variaciones de los consumos de carburantes en el transporte en noviembre de 2025 en Euskadi respecto a noviembre de 2024 fueron las siguientes:

– Total: -10%. Acum. anual, -3,8%.
– Gasoleo A: -8,4%. Acum. anual, -3,8%.
– Gasolinas: -22,3%. Acum. anual, -3,2%.

Energía eléctrica
Las variaciones de los consumos de energía eléctrica del sector industrial en Euskadi en el mes de diciembre 2025 frente al mismo mes de los años anteriores fueron los siguientes:
-2025 vs 2022: 1,9% (acum. anual: -3,1 %)
-2025 vs 2023: 4,1% (acum. anual: -0,9 %)
-2025 vs 2024: 13,3% (acum. anual: -1,5 %)

Las variaciones de los consumos de energía eléctrica del sector Edificios en Euskadi en el mes de diciembre 2025 frente al mismo mes de los años anteriores fueron los siguientes:
-2025 vs 2022: -6,4% (acum. anual: -1,5 %)
-2025 vs 2023: 0,5% (acum. anual: 0,6 %)
-2025 vs 2024: 3,2% (acum. anual: 0,5 %)

Gas natural
Las variaciones de los consumos de gas natural del sector de uso convencional (sector industrial y edificios) en Euskadi en el mes de diciembre 2025 frente al mismo mes de los años anteriores fueron los siguientes:
-2025 vs 2022: 28,9%. (acum. anual: -3,9 %)
-2025 vs 2023: 1,7% (acum. anual: -4,6 %)
-2025 vs 2024: -4,8%. (acum. anual: -7,5 %)

Las variaciones de los consumos de gas de centrales térmicas en Euskadi en el mes de diciembre 2025 frente al mismo mes de los años anteriores fueron los siguientes:
-2025 vs 2022: -11,6%. (acum. anual: -55,2 %)
-2025 vs 2023: 90,4%. (acum. anual: 8,4 %)
-2025 vs 2024: -45,2%. (acum. anual: 0 %)

Carburantes en el transporte
Las variaciones de Gasóleo A en Euskadi en el mes de noviembre 2025 frente al mismo mes de los años anteriores fueron los siguientes:
-2025 vs 2022: -7,4%. (acum. anual: -4,9 %)
-2025 vs 2023: -16%. (acum. anual: 0,1 %)
-2025 vs 2024: -8,4%. (acum. anual: -3,8 %)

Las variaciones de Querosenos en Euskadi en el mes de octubre 2025 frente al mismo mes de los años anteriores fueron los siguientesde los diferentes años fueron los siguientes:

-2025 vs 2022: 38,6%. (acum. anual: 29 %)
-2025 vs 2023: 25,7%. (acum. anual: 13,3 %)
-2025 vs 2024: 20,2%. (acum. anual: 9,8 %)

Consumo de energía en España

Energía eléctrica
La variación del consumo eléctrico de España en diciembre de 2025 con respecto al mismo mes del año anterior:

Total: 4,8%. Acum. año, 2,9 %.

La distribución de la generación eléctrica en diciembre fue la siguiente:

– Renovable: 52% (Acum. año: 58 %)
*Eólica 24% (Acum. año: 22%)
– Combustibles fósiles: 26% (Acum. año: 20%)
– Nuclear: 22% (Acum. año: 20%).

Gas natural
Las variaciones de los consumos de gas natural en diciembre de 2025 en España con respecto al mismo mes del año anterior:

– Total: 0,2%. Acum. año, 6,3%.
– CCTT: 3,1%. Acum. año, 33,4%.
– Resto: -1%. Acum. año, -2,2%.

Carburantes en el transporte
Las variaciones de los consumos de carburantes en el transporte en noviembre de 2025 con respecto al mismo mes del año anterior:

– Total: 0%. Acum. año, 2,5%.
– Gasoleo A: -1,7%. Acum. año, 0,9%.
– Gasolinas: 6,3%. Acum. año, 7,6%.

December 2025

Consumo mundial de petróleo
El consumo de petróleo por zonas en diciembre de 2025 y su variación respecto a diciembre de 2024 fue el siguiente:

– Total: 105,3 Mbpd (1,86%).
– Europa: 14,1 Mbpd (2,7%).
– EEUU: 20,5 Mbpd (-0,6%).
– China: 17,6 Mbpd (2,7%).

En diciembre de 2025, la media del consumo mensual de petróleo de los últimos doce meses en el mundo fue de 103,7 Mbpd.

Consumo mundial de gas natural
Los consumos de gas natural por zonas en octubre de 2025 y sus variaciones respecto a octubre de 2024 fueron los siguientes:

– Total OCDE: 139,3 bcm (5,2%).
– OCDE América: 86,4 bcm (3,9%).
– OCDE Asia/Oceanía: 17,2 bcm ( 2%).
– OCDE Europa: 35,7 bcm (10,3 %).

En octubre de 2025, la media de consumo de los últimos doce meses de Alemania, Italia, Reino Unido, Francia, Paises Bajos y España representó el 65,6% del consumo de gas natural de la región europea OCDE.

Precios de la energía

December 2025

Precio del petróleo
El precio medio del barril Brent en diciembre de 2025 fue de 62,54$ (53,4 €).
La variación del precio en diciembre de 2025 respecto al mismo mes del año anterior fue un 15% inferior (24,2% inferior en euros).

Precio del gas natural
Los precios del gas natural en los mercados europeos en diciembre fueron los siguientes:
– TTF Holanda: 27,7 €/MWh
– MIBGAS España: 27,7 €/MWh
– THE Index Alemania: 29,1 €/MWh

Los precios de gas natural en los mercados internacionales en diciembre fueron los siguientes:
– EEUU Henry Hub: 12,4 €/MWh

Precio de la electricidad
En diciembre, el precio del mercado diario de España se situó en 77,9 €/MWh, un 30% inferior al mismo mes del año anterior.

En Alemania el precio medio mensual del mercado SPOT fue de 92,8 €/MWh y en Francia de 68,7 €/MWh.

Precio de carburantes
El precio de los carburantes para el transporte en Euskadi en diciembre de 2025 y la variación de dichos precios respecto a diciembre de 2024 fueron los siguientes:
– Gasóleo A: 1,43 €/l (-2,6%).
– Gasolina: 1,47 €/l (-3,9%.)

Precio del CO2
El precio de los derechos de emisión europeo de CO2 alcanzaba en diciembre de 2025 los 83,9 €/t.

Generación eléctrica europea

December 2025

España
En España, la generación eléctrica y, las renovables en particular, están influenciadas por el producible hidroeléctrico, que a su vez está condicionado por la climatología (año seco vs húmedo).

En octubre de 2025 la media de los últimos 12 meses de la generación eléctrica según origen fue:
– Renovable: 57% (eólica 20%).
– Nuclear: 18%.
– Fósil: 25% (carbón 1%).
La producción media de los últimos 12 meses fue de 23914 GWh/mes.

Francia
En la generación eléctrica de Francia, la energía nuclear sigue teniendo un gran peso.

En octubre de 2025 la media de los útlimos 12 meses de la producción según su origen fue:
-Renovable: 28%.
-Nuclear: 68%.
-Fósil: 4%.
La producción media de los últimos 12 meses fue de 45231 GWh/mes.

Alemania
En la generación eléctrica de Alemania, destaca el importante peso de la generación eléctrica con carbón.

En octubre de 2025 la media de los útlimos 12 meses de la producción según su origen fue:
-Renovable: 58% (eólica: 26%).
-Nuclear: 0%.
-Fósil: 42% (carbón 22% y gas natural 17%).
La producción media de los últimos 12 meses fue de 40097 GWh/mes.
