Actions to promote energy storage
The Basque Energy Agency (EVE) promotes the deployment of energy storage through public aid programmes and participation in projects in this area.
Within the framework of the aid programs, the “Incentive program linked to self-consumption and storage” regulated by RD 477/2021 stands out, whose call for applications in the Basque Country was approved and managed by EVE, with a total budget of 106 M€.
In addition, EVE maintains support programs that give continuity to the impulse of self-consumption and that allow, where appropriate, to incorporate electrical storage in batteries associated with the facilities. In particular, it highlights the “Program of aid to electricity generation for self-consumption and the electrification of thermal consumption through renewable energies”, which includes actions of renewable self-consumption and electrification of thermal consumption, with a global allocation of 80 M€.
In addition, EVE directly promotes new generation facilities with storage, such as the one promoted on the roof of the Bilbao Exhibition Centre in Barakaldo, which will have a 2.7 MW photovoltaic power plant with a storage system in 1.2 MWh batteries intended for the self-consumption of the site itself.
In the field of research, EVE complements these actions with the collaboration with the Basque industrial and research fabric, such as the CIC energiGUNE, research center in electrochemical and thermal energy storage. CIC energiGUNE develops electrochemical and thermal storage technologies and orients its results to the transfer to the Basque business fabric.
In addition, EVE maintains other calls and support services that facilitate the deployment of storage in combination with renewables and with the electrification of thermal consumptions (Aid programme for self-consumption electricity generation and the electrification of thermal consumption 2025-2026, energy audit programmes and GAUZATU ENERGIA for local public investments).
The set of actions cited promote the adoption of storage technologies, promoting their safe integration in the network and in final consumption, consolidating an ecosystem of projects, financing and technical support in the Basque Country.
